Bid Description

Appointment of a service provider for close protection services on an “as-and-when required” basis for a period of 36 months.

  • Bidders must complete and initial each page and sign the final page to validate all documents included in the response to this invitation.
  • The successful bidder will be notified in writing and will be required to sign a formal Contract with The Whistleblower House (TWBH) once the delegated authority has approved the award of the contract.

    Failure to submit or meet the following mandatory requirements will result in disqualification. Non-compliant bids will not be considered for further evaluation.

    1. Company must hold a valid Private Security Industry Regulatory Authority (PSIRA) certificate in the name of the Company and/or Close Corporation, as per Industry Circular dated 10 March 2015 (effective from 1 December 2014).

    3. All Directors of the Company and/or Close Corporation must be registered with a minimum Grade B PSIRA certificate.

    4. A minimum of five (5) Close Protectors from the Company and/or Close Corporation must be registered with at least a Grade C PSIRA certificate

    5. The proposed Close Armed Protector responsible for the project must hold a valid Close Protection certificate.

    6. Valid letter of good standing from the Workman’s Compensation Commissioner (COIDA) in the name of the Company and/or Close Corporation.
    The certificate must indicate “security services” as the nature of business.

    7. Firearms (handgun) must be licensed either in the name of the legal entity of the service provider or the close armed protector.

    (Submit certified copies of valid firearm licence certificates and competency certificates for all firearms, including handgun, shotgun, rifle, and self-loading rifle or carbine)

    8. Close Armed Protectors must hold a minimum of a Code 8 driver’s licence. They must also provide proof of advanced/offensive/defensive driving skills in addition to Code 8/K53.

    9. Liability insurance must be submitted and must be aligned with the scope of required services.

    10. The Service Provider must be able to supply vehicles that are in good working condition.

    Pricing

    Bidders must provide a detailed pricing breakdown for each year of the 36-month contract period.

    • Contract Duration:
      3 Years (36 months)

    • Performance Monitoring:
      TWBH reserves the right to monitor performance and terminate the contract in cases of underperformance or breach.

    • Confidentiality Clause:
      The appointed service provider must maintain strict confidentiality of all operations and client-related information.

    Rejection of Bid

    TWBH reserves the right to reject any submitted proposal if deemed necessary. Should it be discovered that the bidder did not act in good faith and/or submitted false or misleading information, TWBH reserves the right to disqualify the bid and take any further action as required.

    • TWBH reserves the right to disqualify any bid not compliant with the scope of work or terms of reference.

    • Bidders are subject to a due diligence process, which may include screening and vetting in line with best practice.

    • TWBH reserves the right to disqualify a bid if the bidder fails to comply with reasonable requests within stipulated timelines.

    • Any evidence of bid rigging or collusive behaviour will result in disqualification. No bidder may submit a proposal from more than one registered entity with a shared director/shareholder.

    • By signing this bid, the bidder confirms acceptance of the conditions of contract.
